Enable admins to manage Team Pages

The admin should be able to edit/manage team pages in order to provide support to team leaders who are volunteering their time or may not be tech-savvy.

Yes, admins also need to be able to reallocate donations to individual teams or team members when they recognize that a donation was made but never applied to either the team or the team member. We are running into that problem right now, mostly because people didn't read the directions completely.

All of this! We also are needing to be able to manage who the "team captain" is as an employee created a team for their District but will be leaving the organization and we won't be able to edit that team going forward.

Similarly, the admin should be able to add an offline donation to a team page instead of having to choose a random team member to attribute the gift to.
